13001 Lobby Server Encountered an Error

This is what I get when I press the "Start" button. I actually don't have an active pay account yet, but before I jump and resub, I want to be sure I can actually log on. I read something in another thread that the servers have been unstable is this a result of that or is it because I don't have an active content ID?

Do I just keep trying?

I am encountering this issue right now. Are they doing another maint? I saw the one posted last night on the Lodestone, but I'm not seeing one right now.
