Simple: the Pandemonium Warden discussion died out, and with how long it has been out, there should be at least another pop set by now. The OP seems to have been wondering where those people who have the pop sets are.

Even with the shitty drop rates, I have a hard time believing no one else wants to fight Pandy. Consider that the LS that was killing it before was made up of a few different groups, rather than one group that has a lot of experience working together. The fight probably isn't as hard as it seemed. Also consider the fact that it was the very first Pandy pop. Both of those together is going to make it very difficult for them to win, at least in a timely fashion.

On Remora, none of the LS have really gotten into the ZNM that much from what I can tell, they're all lazy or stuck on old content, which is pretty retarded. Ixion and Sandworm are fun too, sure, but all figured out.

But anyway, I agree with the OP and I'm gonna start singing about it:

Not many people seem to be doing zNMs imo, at least on my Server. My group is 1/3 on pop Items for Pande. We killed 2 Khim last night but no drop on pop items.. :/ We only have like 8 ppl normally, get a few extra for T4s. Just doesn't seem to be too popular atm, most people are still stuck in Aery and old content, here at least.

There lies the problem imo. People are stuck in old contents because they still need items from there. SE should just get it in their head to put those same drops in newer contents too. (I know, einherjar is there for some of that, but yea, einherjar doesnt drop ridills or D.ring)

My LS has 2x Tinnin's fangs on 2 people, we wanna go back to do Cerb/Khim and get those items to do pandy, but we got a little burnt out with doing these things nonstop for weeks in a row, so right now we're relaxing.
Definitely not going to sit on our asses with a pande warden pop when we get it, but with the rate ZNM have been depleting the LS buffer as a whole, when we get Pande Keys we are so having LS merit parties before popping it at all.
