Various aspects of Dynamis will be overhauled in the next major version update and beyond.

-Reservations will no longer be required to enter the above areas.
-New key items will replace the "Timeless Hourglass" and "Perpetual Hourglass" items needed for entry.
-The key items need only be obtained once.
-It will be made available at an affordable price via the Goblin NPCs presently dealing in hourglasses.
-Time restriction for entry will be changed to once per Earth day.
-Trigger items will be introduced as a new spawn condition for certain notorious monsters (NMs).
-Monster distribution will receive drastic revisions.

We are considering changing the effect granted by the Phantom Roll ability when a player rolls a total of 11.
We would love to get some feedback on this change from all you corsairs. If you have any great ideas, don’t hesitate to post them and discuss them. This feedback will be taken into account when we make our decision.
For these requests, you don’t have to take the current effects of rolling 11 into account. We’d like your ideas on what you think would be cool when hitting that 11.

For the time being i'll just update the OP until something significant is posted by the dev tracker thing.In the meantime, here is what was discussed regarding the Black Belt specifically:
"We currently have no plans of easing the way Black Belt is obtained. Due to the increased level cap, we believe that the ease has already been affected.
We're actually looking into items that are more powerful than Black Belt for the future, and if they were to be introduced there may be a possibility that we re-visit adjustments for Black Belt acquisition."
