we actually need it to happen, on a bigger scale. Make Google/Bing/other search engine, wikipedia, reditt, etc get shut down, and see how miserable people will be, then they'll take it on the streets, riot, etc. Make them politicians see whats the treaty is actually doing.
To hell with Metallica. That only gets pissy Lars in the news.

Plus, could you imagine being set up as the fall guy? Get sold out by your own company/government, go through punishment for God knows how long, only to get out and there's a record on you saying that you were punished because they found a illegit Nickelback album in your fileshare. Bah, I got my terms messed up. I mean a WIPO. I am pretty sure most hosting companies will take down a website with a notice from WIPO, which doesn't require any legal action besides proving you have a copyright. This bill would make it so that people that don't use hosting companies, basically their own server, would also be responsible because now the ISP can take you down as well.
Edit: For example, bluegartr.com is registered at GoDaddy.com. GoDaddy has always had it as part of their ToS that if you email them and provide an electronic signature that they will remove or disable access to the website.
