I remember wanting to play Capcom X Namco so badly when I first heard about it. This is the same, but 3DS + Region Lock + probably never going to be localised = fuck this.

Also, no Klonoa for Namco? No Sonic for SEGA? I'm kinda surprised. Well, not surprised... disappointed.

I don't know if I'd say localization is an impossible thing, but yeah, I'd put it up there as highly unlikely. It's leaps and bounds more plausible than ever getting an SRW game though, since that'd be licensing and royalty hell in the US.
