Executive orders are very limited in scope, and cannot do nearly as much as legislation can. Look at his EOs in the gun debate - it was a lot of "calling upon X agency to study Y" and such. Until we see the wording of his cybersecurity EO we can't really judge it.

Executive orders are meant to be used when the country is at risk. Really I do not think the constitution even has something called executive order. I could be wrong if someone can point it out. orders like FDR's order for Japanese people in WW2 show just how much power there is behind this.
The main problem with this is that there are always questions on if said president has power to do a given order. Often major changes happen to a law and sidestep congress. Executive orders are not laws, they're commands designed to clarify how the law is interpreted / define policies not touched in the laws for government agencies. This means that they can be directly countermanded by the next president. That's the primary advantage (in terms of legacy) to actually passing laws.
