According to mozk-tabetai, they are HQable. You get +5 of your MH stat.

DPS on the giantsgall weapons are all lower than garuda's by about 1.3~ but being able to double enmity (or whatever) meld the sword or axe can really make 'em shine. Melding them with accuracy would be very expensive, if using t4, but melding double attack power could also make them pretty comparable. I suppose it will depend on the drop rate of them to see if it's feasible or worth it to try double melding these.

dps stats don't look much different than mog/ifrit (offhand) so aside from being able to meld STR/PIE to them, or crit attack out the ass, I don't see how they can be Garuda weapons for gimps, lol.

when he teleports, his attack is a forward line then a horizontal line from where he is standing. going up the steps triggers his 9999 meteor. all i have so far lol

edit: attack is like a t shape emanating from where he pops after disappearing. also going to try walking up stairs and nuking meteors, as they are targetable.
