Given that they were deliberately blocking traffic, were a potential threat, and the announcer said he couldn't see them, yeah it's probably legal. It all depends on whether he saw them, though. It's certainly possible he didn't. They weren't in the "front" of the crowd- they came in from the side and got down right away, while others were standing in front of the vehicle. There were also quite a few people, including a cop, so the guy may have been looking elsewhere. Also, just before he starts moving forward, the people inf ront of the vehicle move off to the side, so if he didn't know they were there, it would look as if they suddenly got out of the way.

tl;dr: they're idiots, and that guy probably wasn't charged.
