I agree, it has absolutely nothing to do with MP management. The issue is that the current enmity system is built on an environment where players weren't able to pump out a lot of damage in a short period of time. As the game evolved, players are now doing a lot more damage than the current enmity system can keep up with and so SE needs to either raise the global enmity cap, create different caps based on level (though this could be exploited), tweak the cap ratio between CE and VE, revamp the way VE works so that it decays faster, or even a slight adjustment to the CE/VE values calculated for weaponskills.
