So lets see:
1) The police said they shot a kid because it looked like he was going for his gun
2) The kid actually had a gun, but it was just his friend's gun
3) The kid had four previous arrests and was 16 years old

So a kid who had a gun without a license for it (friend's gun) is told to "show his hands" and decides that's a good time to adjust his belt. The more I think about this case the less sympathetic I am.

Basically whenever they do that it's a "request" to do so and you're giving them consent via letting them search/frisk you so technically you can just say no. The problem is they will refuse to tell you this and try to threaten you into doing so. They also have other advantages like even if the search was illegal they can keep the evidence, or they stall(as specifically taught in their training) whether or not you were guilty of something until they find a reason, or they can have a dog sniff the nearby area to get the probable cause to actually be legally allowed to check. The dogs are actually picking up the handler's body language to please master so dog sniffing mostly amounts to whomever the police assume is a criminal (or just doesn't like)getting flagged as a false positive.
There are myriad ways around the core concept that they cant search you without a warrant, permission, or probable cause but they generally revolve around tricking you into letting them search without realizing "no" is an option.
Won't they just beat the shit out of you anyway if you refuse to let them search you? They never seem to get in trouble for that, so it stands to reason that would be the end result of not letting them have their way.
That's the LAPD protocol.

This isn't really that far from where I live(I live on Nostrand avenue, about 3.3miles from the precinct) but yea cops around here aren't really dealing with shit atm. Some asian girl got attacked back in december here, and there was actually a shooting a week ago that clipped an old lady that lives upstairs. Idk the description of the shooter since I didn't see anything(snitches get stitches anyway) but if it's anything similar to this guy that might have been that triggered the "shoot first ask questions later" mentality.
Not saying it's justified, just giving some local insight as to why the cops might be tripping this time.
