That situation is much more real for ranking military officers and priests than it is for the everyman. It's an uncomfortable way of looking at it (that rape is partly just a symptom of opportunity) but I think that has a much more significant impact in the elevated rape rates in those professions than just "there's no slut to empty my balls into round here".

I would say that if a General Officer or Sergeant Major was inclined to be a rapist, he/she could get away with it with relative impunity.

However, if anyone found out about it or the person took advantage of any number of report/assistance systems that General Officer/Sergeant Major would be fucked. They only maintain those bubbles of power in their immediate vicinity, and even then it's all dependent upon who populates that bubble. I assume that's part of being a good rapist though, knowing if your bubble is rape ready or not.

Accessability and lack of consequences are factors, that's undeniable; I just don't think you can dismiss long-term sexual frustration as a non-negligible factor as well.
Quantifying the impact of each factor, well, that's something you could only do with studies.
