Check JP version and see how it translates. It might mean "If someones on this quest, a mining point that is always accessible will spawn"?

Based on my friends' and mine experiences after the patch, there now seems to be two rotating mining points; one that stays before the Reives, and one that stays after.

No idea about the completely inaccessable spots.

This, spammed Reive for days, done some HELM and have been doing coalition missions every waking chance I have and have yet to receive one, should let us buy pieces for bayld, like 100k each.. would give me something to spend this crap on.
