Err... because doing that would make FFXI a single-event MMO instead of building off its long history of content? There'd be almost no reason to do anything not required for Delve. FFXI pre-Adoulin of the following repeatable events:
* Dynamis - For farming Relic (weapons, armors, +2 augments)
* Limbus - For farming AF+1 upgrades, Homam/Nashira gear (to upgrade), and Neo-Limbus gear
* Einherjar - For farming Ampuoles (for Mythics) and pretending Odin v2 drops are worth the terrible fight
* Assault - So you can enter Salvage
* Salvage - For farming Level 99 Salvage armors (and Alexandrite for Mythics, and level 75 gear to upgrade)
* ZNM - So you can make/upgrade a Mythic
* Nyzul Isle - For level 99 armors and tokens to make a Mythic.
* Legion - For farming the few worthwhile Legion drops and synthesis items
* BCNMs of all flavors - For drops that are still worth gil
I'm sure I'm forgetting some, but the point is that we were still doing a decade worth of content. Making R/M/Es worthless with these new weapons both changes the economic outlook of FFXI (making it much harder for an average-Joe to farm gil) and removes major motivations for Dynamis, Assault, Salvage, ZNM, Nyzul Isle, and Einherjar. The other equipment options further depreciate the gear offered by Legion, Salvage, and Neo-NI.
I see such huge content reserves (many of them recently re-worked) as FFXI's primary market advantage. They'd be shooting themselves in the foot if they actually abandoned it all, which means either Delve will be incredibly exclusive/have incredibly low drop rates, they've got more changes planned, they're trolling us, or all of the above.
