I think this might be beneficial to someone like me, an independent, full-time worker/full-time student who works for a cheap company that doesn't offer OT hours and slashes benefits if your average hours drop below 30/wk.
It would allow me to pick up extra hours during time off from school, and then use the comp hours for times when school gets overwhelming/tough/etc...term papers and finals and shit.
Other than that, I'm not sure who else it would benefit.
But your employer can deny those comp hours if they need you. They'll have to be approved.

So with this plan would you get 1.5 comp hours for each hour of OT?
No but seriously, that's the most immediate glaring problem with this - it's a direct reduction in compensation vs. the current setup...
If your employer were to attempt to dick you over by unauthorizing comp time until it expired without any option of claiming your comp you would tell them you'll just ring up your state employment dept and get an ombudsman involved. Any business worth a shit knows the inquisition that would follow and will be quick with resolving "this small misunderstanding".
Of course it would require extensive paper-trailing, which should be moot since self documenting and archiving of your labor records is standard CYA procedure.
If labor was in demand, the employees would be in a better position to bargin on these issues. But because of immigration, the minimum wage and other job killing regulations created by the Governement, the workers has to submit to poorer contracts from employers. The Gov creates a negative spiral where it kills jobs, which in turn lowers the demand for labor, which then gets dumped on the worker. In an attempt to help out the worker Gov kills more jobs and the spiral continues.
Price fixing, as fixing the price of labor(minimum wage) has disastrous consequences. Only the free market can save this situation. Let the free market create more jobs, which will stimulate better working conditions for the worker. Only free markets and competition can flurish the economy.
