If you want to know the cap for a given stat just look at the higher secondary stat of the DL piece of the same slot.
It's also better to say the ACC cap is 12 rather than +3 as the latter changes depending on NQ or HQ.

Niiro is talking about how the max acc you can get is 12. Since a HQ has 9 acc already you can only get +3, but if you had a NQ you could, I assume, add more to make it still reach 12.
Higher secondary stat for (most) DL rings is +12.
The HQ Gryphonskin ring in that linked profile is capped out at DTR+8.
Your statement also implies that crafted mage necks, which have secondary stat caps of +9 for DL, cap out lower than crafted melee necks (which may well be true, but seems strange).
edit: Or just look at the DL rings as a set. There's no consistency on secondary stat caps, even if you separate into mage and melee.
I have yet to see a hard-and-fast rule that applies to materia caps.
Was being a bit broad I guess, but afaik acc/crit/skill&spell speed conform to the same caps, DTR doesn't seem to fall into that group and seems to be weighted differently (more heavily).
Healer gear can't really be looked at in the same way because one of the "secondary" stats on it is a primary stat (PIE) which sets it apart from other gear, I guess they felt the need to adjust down the potency of the other secondary stat (spell speed) to make up for the bonus given by having 3 primary stats present.
edit: 3 primary stats on regular gear, 2 on accessories I mean.
Yeah, but even the DL neck of casting is INT+9 DTR+8 SPS+9, which would mean that the materia cap on the iLV70 crafted neck would be +9 for mage DPS but +12 for physical DPS.
Goes back to what I meant by DTR being weighed differently/more heavily.
Compare that to DL bracelet of striking, has crit +12 (cap) but less DTR (6).
It's not a perfect model but as long you can recognize the patterns and anomalies it gives a decent guideline.
Cap for all 2 star accessories is the same
-9 for STR/DEX/MND/INT/PIE
-10 for VIT
-12 for Acc/Crit/Skill and Spell Speed/Parry
-8 for Determination
Also, Determination cap for all items is always lower than that of secondary (Acc/Crit/etc) stats, no exceptions; and vit cap is always a bit higher that the cap for other primary stats; all secondary stats cap at the same value (usually its the highest stat shown on the piece although it can be higher as the case for NQs)
(this of course applies only to battle classes not DoH/DoL stuff)

I have come to notice how important VIT is for every class in this game (notice all the DL gear has VIT on it) so I started to put VIT on everything I have for non tank jobs because in Duty finder everyone is a tank
