Because even a total scrub at some point would notice routers often have higher ping than the host you are using traceroute/mtr/whatever on. This is because of how routers work.
Furthermore I have double the ping to the address you used mtr on, go through level3 all the way from dallas to montreal, and have no lag or problems at all.
Another fun but useless fact. The average user's computer takes longer to render a single frame during Titan's plume animation than it does to ping SE and receive a response. (20fps is 50ms per frame, 10fps is 100ms per frame).
You know one person you could try calling? Ormuco. They seem like a small enough company you might be able to get them on the phone and if you're nice they would easily be able to contact the level3 guys in montreal to check it out. Before you do that, collect some route information from people that have no in game lag and then collect route information from people that have in game lag that wtffast was able to solve.
