Of course it makes sense that some content really doesn't need max hp/mitigation and in that case throw on your best DPS stuff, while other content you're going to take hits within an inch of your life and need every shred of hp you can get. The i70 is meant as a middle of the road, always have a decent level of both DPS and hp, and my thoughts were that it could probably be used effectively in almost every situation.
I edited my OP. Here's comparing an i90 set (3 allagan, 2 hero's) to melded i70 DPS gear. This is after cancelling out the equivalent stats.
i90 tank gear: 25 VIT, 20 Parry
VS
i70 DPS gear: 45 STR, 45 DEX, 19 Acc, 28 Det, 7 crit, 7 SkillSpd
I guess I just have a hard time seeing the value of a little extra VIT. If it increased your defense somehow, sure, but it doesn't. It just adds hp and hp on natural regen ticks. Seems more like insurance than anything else, against those times where you fall below 375 hp and survive to be cured. Whereas the damage stats are always helping to kill things faster and build more hate.
I'd throw in a comparison to i90 DPS accessories, but there are quite a few to pick from. The most telling comparison is that the ACC level of the i70 is naturally very high and should compare well to i90. The i90 will have a 20 STR advantage. If someone wants to add their i90 DPS stuff up to compare, this is the stat total of how I'd meld the i70 gear for tank use. There's a little flexibility on crit/det/skillspd.
STR: 45
DEX: 45
VIT: 50
Acc: 57
Parry: 60
Det: 28
Crit: 18
SkillSpd: 18
