Stupid question, but does the Blood Pact II stuff count as -bloodpact delay in itself, or would you need to add more to get it down? Like for example if you have -15 in pre-bloodpact gear, and then you add Blood pact II -1 in another slot, to make your total bloodpact recast -16, would you need to add -1 more bloodpact somewhere else to get it down to -16?

BP II recast lowers BP delay all by itself.
