Going by cinematic universe release schedule and what has already appeared in movies and TV shows, we are missing Hulk, Thor, Spider-Man, Doctor Strange, Daredevil, Jessica Jones, Luke Cage, possibly Iron Fist, just to name a few. If they are sticking close to the comic books and that's a big IF, they need way more heroes on screen to pull this off. Otherwise this registration act bullshit is for a VERY small group of people residing on planet earth who have super powers and/or are masked vigilantes. Oh and don't forget Punisher (definitely Cap's side)
P.S. Inhumans too. (Agents of SHIELD)
Um, Agents of SHIELD Inhumans are already confirmed by TPTB to not be the same Inhumans from the movie coming out.
Also, Dr. Strange stayed out of the conflict. So, we're not missing Spider-Man. We just haven't seen anything from him yet. It will suck horribly to not have Daredevil/Jessica Jones et al appear.
I think they're subbing in Inhumans(not Black Bolt and co. but the race in general) for the general mutant population to make registration a big deal. Agents finale hinted at there being a lot more Inhumans showing up in the future.
And I have a feeling Agents will have a big tie in with Civil War, likely even setting it up.
As far as powers, he's leagues above everyone else.
He's basically a super intelligence, who can network and control everything. Though writers don't really know how to exploit super-intelligence (since it's basically an I-Win button).
He's virtually indestructable, can control nearly everyone's minds via the mind gem, is stronger than everyone but a raged hulk, can wield Mjolnir, shoot beams, phase through objects, and he has a British accent.
Hell, the Mind Gem alone should give him I-Win status.
Honestly I feel like putting the mind gem in his head was silly.
Yes, I understand that from the comics' perspectives. My point was that in the movies, he did not exhibit anything close to that, and even in the other movies, wielders of the gems weren't as strong as you'd imagine. Malekith's lackey gave Thor more of a beating than Malekith with the reality gem.
The MCU gems just don't seem as powerful as they are in the comics.
I also didn't really get "reality" from that gem.
Honestly missed it until I watched a review video on the whole thing.

Mutants/Inhumans arent really needed.
The netflix crews absence is a large chunk that would be playing roles otherwise.
I dont think it will be as much entire Civil War Event rundown in one movie, as much as Cap vs Iron Man with others, that thing happens, everyone bands together to fight the common villain who enters. Spiderman fighting action may be limited depending on how much they want to use him in not his own movie.
