the mad hatter/joker set is pretty nice (doubt it'll look as good on males but anyway), the rest of them though... fuck.
As much as I'm looking forward to Lost City of Amdapor I imagine it will end up like Pharos Sirius. A well done dungeon but too "difficult" for the average player compared to the hard modes so gets avoided like the plague.
While we don't know for certain yet, I'm pretty sure the two new hard modes will also drop that tome. Otherwise what's the point of them? If the difficulty isn't the same across all of them people will drop the hardest just like they did with the 2.1 dungeons. Hopefully SE have learned their lesson and will balance them to be on par with each other, but that will end up limiting what they can do with the Diabolos fight.
You're assuming the Hard modes will be easier which may not be the case.

The tower is currently under construction.
Having properly tiered gear progression would make too much sense, release the highest tier first and then release the bridged gear 3 months later after everyone has started to understand and complete the highest tier content in the game without aid of it.
Maybe they want the higher tier stuff to be more of a challenge. They release tower stuff later so that the average player can have a chance at getting new stuff.
If they want things to stay difficult introduce two difficult type fights, and add extra phases and unique encounters to the harder difficulty. They can release gear in proper progression order without having everything gimped in difficulty just because people have gear under the highest raid content when it launches and is ready to go.
At some point they're really gonna wanna swap the patches for CT and coil. Just doesn't make sense the way it is right now. CT will just be irrelevant for main jobs forever I guess.
