I'm not against keeping tabs on people who are at higher risk of developing symptoms or who have definitively come into contact with people around the time they become symptomatic, but if they're not actually showing signs of sickness, at least make them comfortable and let them know what the process is going to be. Putting someone who's not sick in an unheated tent without access to a shower and not telling them how long they're going to be there just looks stupid.
