Same for several other jobs, a LOT of pieces for A LOT of jobs. Way more pieces than Reforged AF and reforged Relic.
The utility of some of these will depend on what they'll do with the set bonus, but even without the bonus completely, we would still have in our hands several very useful pieces.

irrespective of stat vomit. how much would another 30 MND really help a WHM compared to stat vomit making RNG empy hands or body viable again?

A lot of relic gear got some major changes to them which is what makes them so appealing to use. Empyrean gear at release was some of the most broken gear you could hope to use at the time, and retained their use from release all the way to neo nyzul which is when gear started to get replaced, and then legion added onto that if you could afford the -1 pieces which ran from 35-70mil at a low to 200mil+ for the crit damage +10% feet which I believe are still BiS for DRG.

Know you're saying ignoring stat vomit, but the defensive stats would be a hell of a boon for Whm. Nothing like having to scoot into AoE range due to a DD being out of range and getting one shot since you've got non-ilvl gear in 2+ major defensive slots. It'd help greatly, far more than the extra Mnd and such would.

Should also add whm in particular has gained several decent stats on a lot of it's reforged that might end up showing up again on reforged af3 like some cure pot or cast time. At the very least it should get haste and -enmity and while adding some more onto gear isn't as awe inspiring it's still nice addition. Especially since 2 pieces of whm af3 are still commonly used to this day and the others still have niche uses

To be honest depends the jobs you play.

I own all jobs 5/5 empy +2, and at some point did play each job as "main"...

With "stats vomit" on empy gear would be using 3-5 pieces in TP for sure... Mnk probably would be 4/5, rng the same 4/5, and this is just guessing they stay the same and just add stats vomit( which wasn't the case for AF and relics)

How is that unique to orison? Relic and AF reforges already have stat vomit defense, and Gendewitha +1 is better than either as a purely defensive set.

you have never been cought by a move that obliteraded you just because one was casting stuff in non ilvl gear?

As in, when you go to cure, and you get caught with an unexpected AoE. Just because most on this board use GS and such, doesn't mean random/all Whms do. I've seen more than my fair share get caught in their cure potency set, which regardless of having access to RF AF and Relic, uses two non-ilvl Empy pieces as part of it's optimal set, resulting in a one shot. And it's not unique to Orison, but it felt worth mentioning since you only focused on the +Mnd aspect, rather than what it would do for the Whm's survival.

Even if you use GS it's still possible to be caught at the wrong time though obviously less likely

Phantom Gem shadowlord fight. Should be interesting and will need mix of magic/physical to deal with his first form and maybe dd/nin to deal woth implosion spam second form(or rng kite). Expect ilvl nocturnus being powerful heavy armor, potentially a badass ilvl nightfall greatsword, maybe an ilvl twilight cloak and maybe a shadow ring/mantle variant. They might put haste ii in the pool instead of being npcable spells, just becauae fuck rdm

Twilight Cloak? That would be an odd place to introduce an upgraded version.

Could see it simply to motivate mages to participate. Though, I'd also say it needs more than that.

The problem is they've been splitting the new drops into the typical light DD/heavy DD/mage pools for the most part. Predictably, hardly anyone wants to do the bc's for mage gear.
