I personally believe it was an accident regardless of who fired it. The problem in my belief however lies in having the competency to fire said missile. If they can fire something that can hit an airliner at 32,000~33,000 feet it would mean they would have to have been able to discern that it was a commercial airliner and not military aircraft.

But they are also very poorly trained, which is a much better explanation for their failure to tell radar profiles of troop transport planes and commercial airliners apart.
