What're your specs and settings? Tossing double/quadruple the rendered pixel density of 1440p/1080p in addition to such massive AA settings, shadow resolutions, and downscaling operations while it still deals with the game's natural postprocessing and whatnot isn't exactly lightweight.
As for the random looking fps drops, sounds like loading/fillrate problems rather than workload. Engine also may be straining to maintain such high settings, although most people running these settings don't seem to be having this problem (myself included; listed settings in my last post and I'm running on a 780 w/ 4770k, sli obviously not supported so my second gpu isn't doing anything, though I may try to fiddle with nvidia inspector sometime, not that sli is necessary in this case).
GeForce GTX 550 Ti, Intel Core i7-2600 CPU@ 3.40 GHz, 4GB RAM, 1080p monitor. It's an old PC I know but I can run most games at 1080/60 just fine even at higher settings. Those framerates happen wether or not I mess with the resolution, with and without forced settings.
Edit: Drops to 15 when opening the Libra menu in battle. Disabling the minimap on the field raises my FPS from 30 to 60.... there's something wrong with the menus/HUD in this game.
Where is the instruction guide for these mods?

Have you edited the GeDoSaTo ffxiiii config file from the Whitelist to Render your resolution? The default one it comes with is Durante's testing resolution at the time. I'm not sure if that would be a problem, since I always go in and change it after every update.
Didn't FFXIII use Scaleform for its interface? There's been other cases of games in the past (TERA notably) where for whatever reason, any of the interface element put some video cards into a power-saving mode since it made them think they were only dealing with drawing 2d elements, even though there was a whole 3d game going on behind them.
I've never had this issue with TERA. Was it patched at some point?
set your GPU to prefer maximum performance when running XIII and see if it helps.
Yeah I tried setting to maximum performance but nothing changes. I guess my only hope is a patch that's not coming.
Putting a # in front of the config is actually the Wrong thing to do, # means it won't read it. What you need to do is change the resolution that comes by default. Shits like 3200x2400 or something.
Damn I forgot about all those punches. lol... okay I guess I like Lightning a little more than I thought I did.
Still not buying this game a 3rd time.
Some folks are starting to experiment with resource swaps. Doesn't really work but it produces some comedy.
