once you got the weapon (i assume u mean dreadwyrm) it doesnt matter what you wear anymore....
They are arbitrary in the sense that for unexplained mystical reasons, they do not conform to the way cross-class actions are supposed to work. All classes should be able to equip all of those actions.
The fact that no existing job can cross-class ROG means these abilities will have limited real-life utility from the start. Why limit it even more by throwing on additional unnecessary restrictions?
So which classes can NIN take skills from?

also hide + sneak attack at 30ish is totally useless on bosses in dungeons...... you get spoted like 10 yalms away
On BRD, I like Haymaker in situations where you will have an opportunity to dodge. It's both stronger and cheaper (and FWIW, faster) than nearly all other GCDs.

Seeing as NIN has DRG style levels of potency Impulse Drive would only lower your average potency per rotation. Standard Spinning>Gust>Aeolian is 223.3 average and if you add Impulse Drive to the rotation it lowers your average to 212. Pretty much anything with a potency lower than 220 will lower your average.
Honestly aside from the obvious (B4B, IR, Second Wind, Invig) your final cross-class is a toss up between Keen and Feather as untraited Mantra is pretty much worthless. I'd put my money on Keen as it's basically -20% physical damage taken for 20s but more reliable than Feather foot.

Then I'll graciously accept my whoosh for being the dumb. Considering I actually used to use Impulse Drive on MNK before they updated True Strike and the like I thought it might have been a genuine suggestion lol.
http://www.twitch.tv/wabakisnatcher is testing on a training dummy literally RIGHT NOW. I imagine he might put it on his highlight reel on his channel as well.
Last I saw, he was averaging ~425 DPS on the dummy in a 3 minute fight, with a WAR buddy keeping Storms on the dummy so he never had to Dancing Edge. He's still doing some testing, and even making mistakes though (... Thumpity thump thump) so there is probably more room to go alot higher.

Judging by the massive numbers Ninjutsu was putting out I'm gonna guess that the STR = Magic Damage for NIN thing was a mistranslation. Given 360*1.5 for the Crit Raiton doing 1154, a crit sneak attack should theoretically be pushing 1600+. Add to the fact that he doesn't have the new ilvl130 weapons and I could easily see NIN pushing close to 2k with it's stronger moves on crit.
I was testing on a dummy solo and was doing around 390. I was making MANY mistakes, letting a lot of dots/debuffs drop off. Also didnt have a war there.
MNK is still likely stronger, but I think NIN will be second. Theres a lot to keep track of, and messing up the ninjutsu rotation can severely impact dps (similar to losing GL3 stacks)
