Unless you do not have a WAR, I think without question that M > SF goes up first. If you don't (or if they are exceedingly bad and don't open with SE combo), then I guess maybe you can do DE first. Probably works out better in terms of having buffed (+Suiton) dots on your opener as well, I guess.
Everyone uses cool downs early on a boss so wouldn't it make sense to get DE and Vulnerability up first and then throw out your DoTs with Vuln? I imagine most classes use B4B, Raging, etc. in the first 5 moves or so.
When opening a fight where every CD is ready Suiton -> IR+B4B -> TA is the very first thing I do (followed by Kassatsu-Raiton, Multilate, and Fang).
Getting ninjutsu and TA out and on CD asap is far more important than applying the slashing debuff. The sooner you use TA, the sooner you're using it again.
More generally when not using TA, DE would come first for the reason I gave before: your AAs are your most potent DoT (and it helps the PLD's damage as well).
How is everybody going about their timing/opening for t12? If I start with a suiton as soon as the battle begins, vulnerability ends up being partially wasted because of people not being devoted to the boss. I could never decide if I should just start off with a raiton and then get sata 20s later (or burn kassatsu here for suiton), or whether I should just pop huton right before the pull and suiton when it comes up (which is usually right after the bennu dies).
You can use TA on the first Bennu, or use it on boss and just stay on.
Besides applying a dot or two, both me and the mnk aren't touching the bennu. And using vulnerability on the boss while the bennu is up means the OT, brd, and blm aren't getting the damage bonus.
Those sound like the worst possible options, honestly. lol
We have BRD BRD MNK NIN; originally we had MNK stay on boss whole time and NIN+BRDs hit Bennu. I'm not sure why. When we were doing that, NIN did TA on first Bennu immediately and it tended to die well within the 10s TA was on. Nowadays we have NIN stay on and MNK on Bennu; I think NIN is holding onto TA until after Bennu dies but my memory sucks.
If you wanna get fancy about it, whack Bennu with 1-2 hits, use Suiton on it, then use TA on boss after another 1-2 hits.

My friends about to make his Novus for NIN and was asking me for advice but I don't know shit about the job. He plans to take it into FCOB, what kind of stats should he shoot for?
Crit/Det same as any non-BLM. If speed has a distinct merit for NIN it has yet to be (openly) discussed to my knowledge.
Is there a good way to calculate gcd based off skill speed? Figured someone would have made a script site for this by now.

tl;dr speed is crap unless you can pass 645, but you can't and even if you could, you'd bleed dry too fast, so crit/det it is then.
486. I had looked into it when a guy said hitting that upped his dps by 40, but it was all melds, of course with the same crit/det and only speed changed it'd go up, just that if he'd maxed out crit det on those melds first it would've been a better improvement.
One of the ninjas in my fc mentioned requiring skill speed for his bis. I laughed at him and declared skill speed is shit is a fact.
Acc to flank cap > Det > Crit.
Yeah basically, I love me the speed but at the end of the day buffing your auto attack damage is gonna be the deal breaker.
