Characters have unique IDs which you can view on the lodestone. I'm with Dammerung on this one, most likely a very retarded design choice rather than an actual limitation.

The following items are now available from the NPC Aelina in Mor Dhona at Revenant's Toll (X:22 Y:6):
Carboncoat / Carbontwine

The Hunt has been adjusted as follows:
The number of allied seals granted upon defeating elite marks has been increased.
A Rank
Increased from 20 to 40.
S Rank
Increased from 50 to 100.

The number of allied seals granted by regular mark bills has been increased from 4 to 8 and from 10 to 20.

The number of allied seals granted by elite mark bills has been increased from 50 to 100.

Elite marks will now drop unstained mark logs instead of blood-spattered mark logs.

It could be any of them really, they all look the same, and probably use the same model unless you could line up everyone from Organization Final Fantasy XIV and point out the differences.
