PLD Goring Blade is 540 and MCH Lead Shot is 490 so I don't know why this is surprising. It's really the same concept as Fell Cleave, 500+ potency skill that you only really use every 30s or so. Fell Cleave just draws a lot more attention because it's one giant hit instead of spread out over time like Goring/Scourge.
Goring is at the end of a 3 step combo, big difference between that and a standalone WS (with a reduces TP cost to boot).

Do Storm's Path and Reprisal stack? I've never actually noticed.
the debuffs stack (both can be placed on the mob), I imagine the effects do too
It's a different debuff and like Ferien said it doesn't specifically state it overwrites Storm's Path. If it didn't stack then Reprisal would be worse than it already is.

Probably saving job tweaks for its own patch. Most of the hot fixes have been minor things.
We probably shouldn't expect any Job bug fixes/tweaks until at least when Alexander Normal goes live. And even then they may opt to wait it out and see how the new jobs/abilities perform in a Raid environment before making any final decisions.
I haven't really played DRK much at all (just FATE'd it to 32 when I was bored) but is there any reason a DRK should be dropping Darkside in dungeons?
Usually no; sometimes if I'm being bad/lazy and not managing MP properly I'll drop it during trash pulls, but it should never be off during boss/sub-boss fights.
Nope, should always be on unless you mess up with MP management.
I hate when I see DRKs in fates with grit on and darkside off. Not tanking.
After and around 45 a DRK might experience MP management learning but otherwise Darkside should never be off.
