Sometimes you list the drops you have obtained and who won the lots on some of then it says "fund" how does this work?

I think I remember reading about how Berticus takes all the drops and sells them. There's a LS mule with a shit load amount of money on it that they use to buy people cursed armor and such.

how is an item determined as fund or to go 2 someone? if its not rare/ex it goes 2 fund?
