I'm pretty sure he at least had an idea of what to do about Naruto and Sasuke, but he might be trying to throw an extra twist or character into things than his original plan.

Sasuke knowingly got Karin to do his bidding based on her infatuation, he may think he can do that with Sakura now (who by the way will probably save Karin), which Sakura might be banking on to pull a fast one on him.
