That's...more an effect of the prioity system. You'll always target a monster first (since if you're in a battle, you don't wanna target a green-name by mistake), and white-name NPCs count as that. The 'no exceptions' was mostly saying it will never NOT target an NPC unless you're fucking up.

All Moogles are listed in the announcement from SE. Which Moogle do you mean? There are Sunbreeze related Moogles in South and North Sandy.
