I personally tested it on Lesser Colibri a long time ago. Unless it changed with the increase to 5 merits in G2, it doesn't work. I have no data/links still, as I believe I did the tests before I even ever started posting on BG, was just for my own curiosity because I didn't find the answer online anywhere. It's really really easy to test, in any case...
Ranged damage is 100% exact same number once you reach 3.0 pDIF. If the number is higher than calculated value, then Overwhelm affected it, otherwise it doesn't.

To get back in topic with lolSoboro SAM in XP. I've recently been wondering myself the same questions as who opened this thread.
Aside from /RNG (an option for which I don't have gear/sj/stats etc) I think /DRG will probably be the best. It gives you +10 acc, Jump, High Jump and of course 5% Haste. You can skip DA items (Korazin, Brutal, Pole Grip) and use options which would be bizarre with different setups. I'm thinking for example Sword Grip could be nice? Or Plat Grip for fun, or even Mythril+1 if you want more Acc/Str/Vit (coefficient for Jump).
I don't have the skills or wisdom to say how "good" such a setup would be. Probably it doesn't suck as much as some people want to make it look, but I'm also quite positive on the fact that you would get better results with quite a few different setups, parse-wise.
So, the basic question most people would ask you at this point "Why are you gimping yourself with a Soboro when you could get better results with a different weapon?". Heh, I guess it's a legitimate question, but then again I guess everyone should be legitimately given a certain degree of freedom if they want to have fun and if their PT members don't mind them doing so.
I have to say that if you're XPing with friends and want to have fun, SAM/DRG with Soboro surely is indeed a lot of fun. It's interesting to say once again what someone else already said: You won't be able to WS each time you have 100% tp. This is more or less true everytime no matter the SJ, but it's particularly true for SAM/DRG with Soboro. Between Meditate, Soboro Procs, Jumps (and their soboro procs!) you will get TP so fast it will be a mess to handle it.
