Not saying there isn't some glitch that lets this happen for real, but you can change the data to show it digging up anything you want, wouldn't require any shops. Pretty sure this is what that one particular crafter did with his HQ/NQ crafts to make it look like he had impossible HQ rates.

Yea thats the one lol. Swapped his NQ/HQ .dats and bragged about his crafting for years? - before he was finally called out by someone getting time stamped screenshots of the actual NQ's that he was posting as HQ's.
