Extortion implies that the person making the threat will carry out an illegal action against the person they're threatening. Extortion is a life long payment to keep something quiet. And that payment can be in favors.

Blackmail implies that the person making the treat will notify individuals that will proceed legally against the person they're threatening. Black mail is a one time money payment (RL money).

CONCLUSION:

Extortion does not apply in this case.
