When you're addressing them sure. Not in conversation about them, unless it's a weird British thing like going "to hospital" where you drop the article. If I was talking about someone I would refer to them as "the doctor" "Dr. Name" or "Name", not just "Doctor." My favorite Hugh Laurie character is Doctor? I wasn't feeling well so I went to doctor? it just looks wrong grammatically.
