Considering it's From/SCEA, I doubt it will be on PC.

First off, Bloodborne is due out in Japan in spring 2015.
The game’s story revolves around a sickness that turns people into beasts, which results in the existence of beast hunters. The hero starts off visiting the old capital, the atmosphere of which is based on the 19th century Victorian era, while he is “sick.”
Development began immediately after finishing the ‘Artoria of the Abyss’ downloadable content for the original Dark Souls, when SCE Japan approached From Software about making a game for new hardware.
The game’s world view and story are completely new. The atmosphere and world are said to be taking full advantage of PlayStation 4′s power.
Bloodborne‘s keywords are “Beast” and “Blood.” In battle, players will use melee weapons and guns. Combat is said to be not just action-oriented, but strategy-oriented, as well. Its combat is described as “the feeling of fighting to death.”
Some sort of online element will also be supported, but other than that its theme is “joint exploration,” details have not been revealed.
The game is aiming for 1080p resolution at 30 frames per second when it launches. There won’t be a map display, for whatever reason, and players will be able to customize their characters.

Bloodborne is a new collaboration for us, being developed by FromSoftware and produced by SCE Japan Studio. This game will transport players to a dark and terror-filled gothic world, a world full of deranged beings and nightmarish creatures.
In Bloodborne, the combat is based on intense life-threatening battles. One of the ways we are bringing that sense of danger to life is by keeping the deep strategic elements from Demon’s Souls, while also transitioning from the passive and block-and-attack style of Demon’s Souls to a quicker, more offensive and active combat style with close-range weapons and guns.
From the beautiful and melancholic architecture to the debris lining the street, Bloodborne will deliver an extremely rich and detailed world, all thanks to the power of the PlayStation 4 system. In addition, the PS4 system has allowed us to have an expanded draw distance, so we can show more of the world at any one time. New lighting effects allow us to add more atmosphere and tension to the game, making the horrifyingly detailed beasts and giant boss enemies you’ll be facing even more frightening.
I hope to be able to share more about our online features later this year, but I can say that we are developing new kinds of online experiences that allow users to share their adventures. i don't dislike the zombie/infected theme really, but it certainly isn't underused in gaming. i guess the beast thing is slightly different already, but hopefully FROM can continue to provide a unique take on the genre while keeping some of the gameplay than made souls games so enjoyable.

A teeny tiny bit.
When I say a teeny tiny bit, I mean they showed a guy climb a ladder and slash a few guys (got to see him absorb souls and it really did look like a Souls game for sure.)
Was mostly just a guy giving his impressions of the gameplay he saw like the videos above.
