...I know I've been out of the loop of SNK fighters but I uh, thought Terry was a guy. With this game I'm sure it's w/e but that just confused me lol.

Of course he is. He's been the main character of Fatal Fury since the 80s.
That was their entire point. They needed a fun hook for their lewd fanservice nostalgia cash-in.
