Midnight Releases

Yes I realize there's a thread about it being released, but more a pseudo-related question:

Are companies allowed to release the game as a midnight release at the same time without regard to time zones? I mean, is the west coast allowed to release it at 9 P.M. because it'd be midnight EST? Just curious because I couldn't get my copy tonight at midnight and I wanted to call a few friends on the west coast to brag to them 3 hours early
