Basically, you login and pick your first/last name to show in the credits.

Now to decide if I should use my real name, or character's name.

So my brother who played 14 as long as me was able to register for Legacy credits. However, when I use the link above it says I do not meet the requirements. We played the same length of time so I'm confused.

This is a shot in the dark (and unlikely since you said your brother did it already), but SE is picky about the 'active region' selected when doing these sorts of things. Try going to http://sqex.to/WVD, selecting the appropriate region in the top-right, then clicking the 'Proceed to registration site' in the first Lodestone entry.

May not work, but that's all I can think of.

Though yes, they do have a point above. Length of time doesn't matter, all that matters is whether you paid for 90 days of service after they re-implemented the service fees. Most people are well aware whether or not they are legacy, so...

Well that just leads to the question, what's the point of putting your name on something that basically means "I paid for 90 days of this in its early stages, look at me!". There's zero worth in that, so it doesn't matter what name you use.
