Seeing as the only other returnable throwing weapon a RDM can use is the nigh-unattainable Aureole, these do have a pretty good use even if activating the latent might be rare. To be able to easily Level Throwing while screwing around, PLUS being able to pull with non-magic when magic aggro might be around seems pretty cool to me even if not ub3r powerful.

Nobody posted that they actually tested out the latents, so can't say they're useless (aside from the all jobs pulling).
If it involves actual Besieged then its pretty retarded, but if its fighting that race of mobs or fighting in that race's territory, that'd be useful. Increased crit rate in troll xp camps for example, would be damn nice.
Also the enchantments on those things would be rather awesome if the duration is good.

For these items it'd directly depend on the duration (and potency for the refresh, but over 1/tick seems unlikely).
VIT+10 for 30s = pretty dumb, at best use it to boost a single VIT-mod WS.
VIT+10 for 30mins = good stuff, for PLD or VIT-mod WS (hth, gax..)
