If you're talking about the one that tells you the time til next ship, It's been like that for a while. I just use http://www.mithrapride.org/vana_time/airshiptable.html when I want to know how long for a ship.

Just buy an airpass for your mule, all solved.

You can still buy stuff from the floor underneath the wood guild npcs.
