FF12 / "The Mine Flayer" hunt

Been trying to pop the flayer for almost 3 hours now, what are its spawn conditions. >.> I'd imagine during mist, but I've not once seen mist in Phase 1 Dig, using magic near his spawn point does nothing, Fran in party doesn't do it, please help. =(

SE corner, must have full MP when you enter the area. Note that it's Phase 1
