Ninja tool expertise question

Just got af2 hands, quick question about how the Ninja tool expertise works compared to any merits pumped into it. Is 1 merit into NTE the same as wearing the gloves, and how does each merit addition stack to the hands already? If anyone has %'s I'd like to see before I consider putting a few or none of merits into it.

wiki says the gloves are 33% conserve tools.... each merit is 5%. so 48% total?

my friends who have the tekko confirms about 33%, but I haven't done any tests myself

The hands are 20% from what I see in my use of them. There was a small amount (like maybe sample size of 100ish for each) where Lucylittle tested with Koga Tekko then with Tekko + level 1 Tool expertise, and there was no change (in fact I think she had less Tools saved with merits + tekko, but within margin of error), leading to suggest that they don't stack. This is pretty consistent with what I've seen using Tekko + Lvl 3 merits.

It's a blessing and a curse when my OCD kicks in and my stacks of blind/slow tools are not even.
