USB MicroSD Reader troubles (Raspberry Pi related)

I got a Raspberry Pi Zero W pack from Adafruit, including their Noobs burned microSD card. But the Noobs image is from a year ago, and consequently doesn't seem to work just right with the 0w. It loads to the OS setup screen, but there's no OS to choose, and you can't connect to ethernet, and the wi-fi option is greyed out, so you can't connect to the internet to pull the stuff from elsewhere, so it's basically autistic mode.
I assume the latest post-0w noobs would work.

    So

    I'm using Windows 7
I got one of these from a friend who had spares, https://pcgearhead.com/iFrame/card-r...php?PrdID=1276
    He confirms it works.

    I got this
    https://www.sdcard.org/downloads/formatter_4/index.html
and my friend also had me get this if I wanted to just go straight to OpenELEC
    https://sourceforge.net/projects/win32diskimager/

So I put the SD card in the USB writer. I put the USB writer in my PC. It lights up.
Windows says Device/Driver successful, blah blah blah.
There's nothing in my partitions, no E:\ as usual with USB drives.
Talk to my friend, we dig a bit.
    spoiler for hueg
    Spoiler: show

On one hand Windows says it's there. But for all usable purposes, it's not. I can't access the partition through the viewer, and neither of those programs I got recognize it either. He's at a loss.

So here I widen the net. Help me BG you're my only hope.

Try going to a command line and do

    diskpart

    list disk

and see if it shows up there.

If it does, you can likely use diskpart to wipe out the existing partition/etc. There are instructions here (and plenty of other places).

It shows up as disk 1, no media, 0b.
Selecting it works, clean doesn't, "there is no media in the device". (Yes, the SD card is in the drive)

Trying to crate a partition threw a whole bunch of error text.

    ....

And wait, I have solved the problem. The entire thing doesn't work if the SD card is in the usb when you plug it in. You have to put the SD card in as a separate step.
    Well then.
