Costner has Yellowstone, but the rest of the cast isn't busy.
Also, like, a solid chunk of the film cast is fuckin' dead.
It's been a while since I have seen it, but beyond the three characters played by Costner, Tripplehorn and Majorino, what characters survived that you might expect to be back? Those three are all still alive and acting, although (as you said) only Costner is really busy.
EDIT: Did my own research. I see the other two somewhat significant surviving characters (Old Gregor, played by Michael Jeter and the Atoll Enforcer, played by R.D. Call) both have deceased actors. Not sure how critical they are though.
Also, I had no idea that the little girl in the movie was also Deb in Napoleon Dynamite.

I mean, all the smoker/villain characters are dead in the film. Still though, I was surprised to see Gerard Murphy (The Nord) is dead.
On the Atoll side, the film ends with those three, Gregor, and the Atoll Enforcer finding dryland. Michael Jeter (Gregor) and R. D. Call (Enforcer) are dead.
I dunno what other characters survived the smoker attack on the Atoll, but the actors Zakes Mokae, Zitto Kazann, Leonardo Cimino, & Rick Aviles are all gone.
Sab Shimono still going though.
(And unrelated to the film at hand, but since I'm on the subject. Except for Sigourney Weaver, Veronica Cartwright, & Tom Skerritt, every actor on screen in Alien is dead.)
