Fairly sure, huh? Based on what, exactly? That doesn't even make any sense. Think about it. It's a move that decreases a mob's TP gain, not how much TP a mob gives you when it strikes you.

You can think of Inhibit TP as the opposite of Store TP... to make things simpler. It's more complicated than that seeing as TP gained when a mob strikes a player is calculated differently than TP gained by a mob when a player strikes it. In fact, most of the TP gained by mobs is from being struck by players, not by its own strikes. There's also the fact that Store TP is a trait and there's no equivalent status effect that I know of, but yeah.
Like I mentioned earlier, I really doubt this stacks with Penance. If you have a NIN in abyssea for red !! weaknesses though and lack a monk or Penance is down, it's still great to have.
