It's obvious that Amon knew what he was doing. His blood bending lets him sense people. Obviously he knew his life was over and accepted that he was going to die.
Theres no reason to believe Amon was omniscient to people around him if he wasn't trying to blood bend them; and he had no reason to try and blood bend at that moment. I mean, I guess it doesn't matter, you can infer what you want, but it just makes more sense to think Amon finally found the desire to live peacefully with the family he left behind, and Tarlok was like "pffff we gunna die nyukka". Actually, now that I think of it, when Tarlok was being spied on by his assistant, he didn't know of his presence even though he was in blood bender omega mode, so it stands to reason that unless they're actually trying to bend the blood around them that they can't feel the presence of another person.
Korra can airbend. Uhhhhh rationalize to self that maybe without other bending available to her she is finally able to ... focus? heightened senses towards air like a blind person hearing? dunno, keep watching episode ignore dumbness of this there is hope still.

She was desperate to save Mako, so she accidentally threw a silly little air bubble and realized "OH SHIT THATS HOW YOU DO DIS!", then started going all out. Why would Amon be familiar with fighting tenzin/airbenders, he's fought against him...once? And that was 5min before the scene where Korra blew him away? Realistically, in a small corridor like that, there is no logical way for Amon to get out period against an airbender, which explains why she throws air out his foot and throws him out the window; he just doesn't know how to deal with them.
I like how Korra kept her airbending after Amon took the others away, it supports the theory that he just blocks the energy for bending via blood bending since he's never had to do it against an airbender before. Had he had time to take the bending from Tenzin and crew and figured out how to do it, Korra might not have been so lucky.
