    Code:
Neutral Evasion: 128 Staff Skill, Composure, 74+75 DEX, Sand Emperor, Cloak and Dagger
Neutral Evasion: 128 Staff Skill, Composure, 74+75 DEX, Sand Emperor, 28 Acc in gear, Gravity = Neutral. (40 Acc for Cloak and Dagger)
Neutral Evasion: 128 Staff Skill, Composure, 74+75 DEX, Cloak and Dagger, 25 Acc in gear = Neutral. (25 Acc for Sand Emperor)
Neutral Evasion: 128 Staff Skill, Composure, 74+72 DEX, Cloak and Dagger and Crushing Cudgel, 7 Acc in gear = Neutral (30 Acc for Cudgel)
Neutral Evasion: 128 Staff Skill, Composure, 74+66 DEX, Delageed, 22 Acc in gear = Neutral (50 Acc for Horned Beast)
Neutral Evasion: 128 Staff Skill, Composure, 74+78 DEX, Cloak and Dagger, Undying Loyalty, -8 Acc in gear = Neutral (30 Acc for Undying Loyalty)
Neutral Evasion: 128 Staff Skill, Composure, 74+70 DEX, Cloak and Dagger, Royal Lineage, 18 Acc in gear = Neutral (15 Acc for Royal Lineage)
Neutral Evasion is ideally read from the first Acc over the lower border, but I was on RDM/WHM with a fairly random assortment of gear using a Terra's Staff to get my Acc low enough for this crap to work. I rounded everything to the multiple of 5 within the range of possibilities.

    Random Enmity Testing:

    Code:
WHM Level 90 Tranquil Heart is Enmity -9 (364 instead of 400 for Cure V)
Atma of the Sanguine Scythe is +20 Enmity (Claiming with Threnody gave 360 Enmity instead of 300)
Atma of the Omnipotent is +20 Enmity (Claiming with Threnody gave 360 Enmity instead of 300)
Atma of the Minikin Monstrosity is -10 Enmity (Less Elegant test, but 340*N = 306 Enmity, N=.9)
Atma of the Crimson Scale is -20 Enmity (Claiming with Threnody gave 240 instead of 300)
Atma of the Stone God is +30 Enmity (Claiming with 2x Threnody gave 520 instead of 400)
I don't have Luminous Wings. Will test Merciless Matriarch in a sec.

Sorry, wrote that while you were posting, Mojo. I agree that we're dropping the least significant bit from Fast Cast when we divide it by 2. It's just kind of lazy binary programming on SE's part, but it doesn't have a huge impact on the game so it's a little hard to hate on them for it.

    Code:
    Merciless Matriarch - Sandstorm - 2x Enstone II (160N) + 242 non-earth CE (3x En II + 2x Cure for 0) = 322 (Threnody Pull - 300, Carol with one target - 20, 2x Cure for 0 - 2)
    (322-242)/160 = 50%
Merciless Matriarch is -50 Enmity to spells that match your weather. In Abyssea, weather can only be induced through SCH "Storm" spells.

    WAR/WHM with:
    Richardet's Axe +2/Sentinel Shield/____/White Tathlum
    AF3+2 Mask/AF3 Gorget/AF3 Earring/Brutal Earring
    AF3+2 Body/AF3+2 Mufflers/Dark Ring/Dark Ring
    Atheling Mantle/Anguinus belt/AF3+2 legs/AF3+2 Feet
    Merit: 5/5 DA
    Food: None
Atma buffs: All except for STR/DEX. I wanted these monsters to last.
Atma: Impaler/Harvester/Demonic Lash (All shown to be 10% on BGwiki, with N>1000 so about +/- 1%)

    15%+10%+4%+2%+1%+5%+3%+1%+5%+30% = 76% predicted

    1321 Attack rounds, 1022 DAs, I killed with a single hit 28 times = 79% DA rate +/- 2.2%

I'm higher than I should be, but unfortunately my cRatio was so poorly controlled that I can't tell procs from non-procs in my non-crit sample (the majority of my data). I mostly went into it trying to test if there was a DA cap. My Crit data is a range from 147 to 568, and 7 of the 418 values fall between (2x147) 294 and 568. 7/416 = 1.7% Set Proc rate +/- 1.2%

Now, obviously we all expected a 5% or 10% proc rate for the set. That doesn't seem to be the case. If it was a separate 5% process that's competitive (and applied after) the normal trait (like Summoner's Blood Boon set bonus), we would expect a 1.2% proc rate with 76% DA. A separate 10% process would have contributed 2.4%, but it would also be a whole lot more noticeable under normal conditions, so I don't think it's very likely. It being a separate process would also contribute to the statistical difference between the predicted and measured Proc rate.

At the moment, I'm taking this post as weak proof that the WAR set is a separate 5% chance to do a double damage Double Attack.
