These were just added to the PTS server, they are crystals that you can buy that boost your stats. There will also be super rare ones that you can get from raids.

They can only be used if you have HK raid gear, notice some of them say you need 4/4 raid piece to use the crystal.

This is how they're doing armor set bonuses, hence the bonus for 2pc and for 4pc. You get to pick which set bonus you want by equipping a certain crystal, and then you can wear any of the tier gear from HK to count towards it.

The Nightblade and Assassin ones will be yummy for PvP if you forgo a lot of Valor :O!!
