Honestly don't think the Glazers even give a fuck about the Bucs anymore, but I think Goodell really wants to use the connection to establish a base there for the team they eventually want to have over there.
It is kind of interesting though having ManU playing Man City at Trafford a couple hours before the Bucs play at Wembley.
Not gonna be a team there. Think about the logistics of travel for said team and visiting teams. Particularly those on the west coast.
